Information for New or Prospective Owners

Ceresa is a great place to live. The apartments are well-appointed, with great views of the river, the distant hills, or the city. The location is convenient – it is easy to get to the city or airport, and shopping for all your daily needs is a short drive away. It is just a few minutes walk to the bus stop.

Fair and simple rules. We recommend that you download a copy of the rules and other information brochures to satisfy yourself that you will fit in at Ceresa. Ceresa’s rules have been developed by learning what has been proven to work at other strata complexes and following best practice, and taking into account the particular preferences of the owners and needs of all residents of Ceresa. The rules continue to evolve to meet changing needs of residents and owners. The great majority of the rules are simple common sense. Naturally, the laws of local authorities and state and federal government continue to apply to residents.

The complex is well managed to ensure that:

• all residents get fair access to the shared facilities;
• the fundamental right of residents to peaceful enjoyment of their home is protected;
• the value of properties for owners is enhanced; and,
• operating costs achieve good value for money.

It does cost money to run it well. Operating and maintaining a wide range of leisure facilities costs money. While the complex is well managed to achieve good value for money, the Strata Company is committed to maintaining and enhancing the level of leisure facilities and service in pursuit of the vision to have a great place to live. Leisure facilities will not be deleted simply to cut costs. We believe that the levies represent excellent value for money in the market. The Strata Company is also committed to building an adequate Reserve Fund so that cash is on hand for major maintenance and capital equipment replacement. A strong Reserve Fund is an asset that adds to the value of your property. Expect levies for the Reserve Fund to rise at above CPI.

Before you sign the offer to purchase, be aware:

• Ceresa is a peaceful, family environment. If you've never lived in a strata complex before, you may find that you need to make adjustments to ensure that you treat your 250 close neighbours with due consideration and respect.
• Loud, late, or large parties are not permitted.
• Loud noise or music is never acceptable, and after 10 pm, no sound from your apartment should be audible to neighbours or in any common areas.
• You are expected to clean up after yourself and your guests whenever you use the leisure facilities.
• Smoking is prohibited in all Common Areas — that includes the driveways outside the front doors.
• Parking is an issue at Ceresa:
  • there are only two car parking bays for each apartment;
  • some of the bays are small so you must check the size to be sure your vehicles will fit;
  • there is nowhere to keep larger vehicles at Ceresa;
  • street parking is scarce;
  • vehicles parked in contravention of the rules will be clamped; and
  • the city Rangers will ticket illegally parked vehicles.
• If you buy an apartment at Ceresa as an investment and decide not to live here, please instruct your Property Manager to familiarise themselves with the Ceresa culture and rules. Also note that your apartment may not be used for short-term rentals. Ceresa is home to its residents, not a hotel or holiday resort.

Before you move in to Ceresa:

• Check that you have received all the keys:
• apartment front door key;
• storeroom key;
• common entry key;
• emergency stairwell key;
• letter box key; and
• the 'Airkey — the combined remote control to open gates and electronic swipe to open doors and activate the lift.
• You can purchase additional keys for Common Areas via the Strata Manager.
• Make sure that the Building Manager knows you are coming, and arrange to have the lift protective curtains installed.
• Tell your removalist that the road and driveway are narrow and space is restricted — large removal trucks simply don't fit at Ceresa.
• Make arrangements to dispose of the boxes and packing materials from your move. It is not permitted you simply dump a load of boxes from your move in the bin room. Ask the Building Manager for advice.

Investors, please take note: Ceresa is a residential strata complex, and the by-laws specifically prohibit short-stay use such as short executive rentals, short holiday rentals, or AirBnB. Three WA courts have confirmed the the interpretation of the by-laws. If you have in mind to buy an apartment to profit from the short-stay accommodation market, please do not buy at Ceresa because you will not be able to use your apartment that way.
