Parking at and Around Ceresa
Do not park anywhere at Ceresa unless you are sure that you are entitled to do so, and you understand and accept the parking rules. If you are not certain, or need the rules to be clarified, seek information before you park a vehicle.
PERSPECTIVENavigate Parking
Parking is scarce in the Tanunda Drive / Shorerush Bay precinct. There are four residential complexes, and street parking is very limited. Laws, by-laws, and rules are enforced. Make sure you understand them to avoid the disappointment of receiving a fine or having your vehicle towed away.
At Ceresa, each apartment has two allocated parking spaces in the basement, and some spaces accommodate only a small car.
There are only six parking spaces for Visitors, and one accessible space. Their use is subject to Terms and Conditions, and a valid Permit must be displayed. In addition, a valid ACROD permit is required to use the accessible parking (marked with the wheelchair symbol).
Changes to Western Australian legislation in 2020 no longer permit wheel clamping; offending vehicles may only be towed away.
VISITOR PARKINGNavigate Parking
The Visitor Parking spaces are for the use of people visiting residents of Ceresa; residents are not entitled to park their vehicles in the Visitor Parking spaces. To ensure that Visitors have fair and reasonable access, a Visitor Permit must be displayed. The Permit terms and conditions are enforced by an independent Parking Contractor.
The Building Manager issues the permits each year in exchange for the old ones. Tenants should contact their Property Manager (Letting Agent) to obtain the Permits.
If your pattern of staying at Ceresa resembles that of a resident, even a temporary resident, and behave like a resident you cannot park as a Visitor. Some indications that you are not entitled to Visitor Parking privileges include any one of the following:
- You work away from Perth, and when you are off work you come to Perth and normally stay at Ceresa during that time.
- You arrive to stay at Ceresa overnight without an overnight bag (change of clothes, sleepwear, and toiletries). Keeping clothes and personal grooming paraphernalia at Ceresa is behaviour consistent with being resident.
- You have your own key and can come and go at your convenience, even when the leaseholder or owner is not home. Visitors would normally come to see a resident when they are at home, and be let in by the resident host.
- You make use of the Common Facilities on your own, not accompanied by your resident host. At all times, in all common areas, without exception, Visitors must be accompanied by an adult resident. Using the pool, spa, sauna, gym, or any other Common Facilities unaccompanied means you are behaving like a resident.
- You spend more than two nights in any seven-day period, or more than five nights in any thirty-day period at Ceresa (whether you park on-site or not).
- If your main reason for coming to Ceresa is anything other than visiting a current resident at their home, or as a qualified tradesperson undertaking paid work in an apartment (08:30 - 17:00, Monday - Friday), you do not qualify for Visitor Parking privileges.
Temporary residents including those who treat Ceresa as a second home should park as a resident - in one of the allocated bays in the basement, or off-site.
Visitor Parking Permit RulesNavigate Parking
- Only genuine VISITORS coming to see CURRENT residents of Ceresa may use a parking permit to obtain Visitor Parking privileges. Residents and temporary residents (any person who comes to stay) are not entitled to use Visitor Parking at all.
- Parking is at your own risk. No liability is accepted for any loss or damage to any vehicle parked at Ceresa.
- A vehicle parked in contravention of the Terms and Conditions is liable to be [TOWED AWAY] WITHOUT NOTICE.
- Please see www.ceresa.com.au/parking for more complete Terms and Conditions (rules and by-laws) relating to parking at Ceresa. This summary, printed on the permit, serves only as a brief reminder of some key Terms and Conditions.
- By parking your vehicle at Ceresa and displaying a Permit you acknowledge that you understand and accept the full Terms and Conditions and agree to abide by them. [Tow-away] release fees are never refunded by the Strata Company.
- If you are not sure whether you are entitled to Visitor Parking privileges, or do not understand or accept the full Terms and Conditions, DO NOT PARK your vehicle at Ceresa. Seek clarification before you park.
- A valid Permit must be correctly displayed – fully visible from outside the vehicle, prominently displayed on the dashboard, on the driver’s side, face up, with the permit number and valid dates not obscured, WITHIN FIVE MINUTES OF PARKING.
- A vehicle is liable to be [TOWED AWAY] WITHOUT NOTICE if:
- no Permit is displayed; or a Permit is not displayed correctly; or a Permit is invalid, expired, a copy, or facsimile
- a vehicle is not parked entirely within one designated parking bay
- the vehicle is under the control of a resident or temporary resident (for example: any person who stays overnight for more than two nights in any seven day period, or more than five nights in any 30 day period is not a Visitor and not entitled to use Visitor Parking at all)
- the parking practice constitutes incorrect use or abuse of Visitor Parking privileges
- a vehicle remains parked at Ceresa for longer than 24 hours
- a vehicle is parked in the wheelchair accessible / disability parking bay without displaying both a valid ACROD Permit and a valid Visitor Parking Permit
- any other rule or by-law is being breached by parking the vehicle
- the Building Manager advises that the vehicle should not be parked in a Visitor Parking bay
- The Strata Council reserve the right to change these conditions WITHOUT NOTICE.
- Visitor Parking Permits remain the property of the Strata Company and must be surrendered on demand to the Strata Company. Report lost or stolen Permits. A $40 fee may be payable for each replacement issued.
Take note that
- Vehicles parked on Common Property outside a designated Visitor Parking space are liable to be [towed away] WITHOUT NOTICE.
- Expired Permits must be returned whenever new Permits are issued. The replacement fee may be payable for each Permit not returned.
- Maximum THREE Permits are available per apartment at any time.
RESIDENT PARKING AND USE OF CAR BAYSNavigate Parking
- Parking is at own risk.
- You may park your vehicles only in your allocated car bays.
- Ensure that your vehicle is fully contained within your own car bay and does not obstruct access to emergency exits and equipment, or encroach on Common Property.
- Vehicles parked in contravention of the rules and by-laws are liable to be [towed away] without notice. [Tow-away] release fees are never refunded – no exceptions.
- Large vehicles cannot be parked anywhere at Ceresa overnight.
- The height clearance limit of the basement parking is 2.1 m.
- Any vehicle that does not entirely clear the height restriction bars at the basement entrance and exit must not be taken into the basement parking.
Overheight vehicles can damage piping and other installations.
- Please act responsibly if you have an overheight vehicle – park on the street.
- If you pack a vehicle in the basement, ensure that it is not overheight before it is moved.
- Your car bay may only be used to park motor vehicles.
- You may not wash or repair your vehicle at Ceresa.
- You may not use your car bays to store any other items or for any other purpose.
PUBLIC PARKINGNavigate Parking
City of Belmont Rangers enforce public parking regulations. Before you park on the street or verge, make sure that you understand the local parking regulations.
It is the responsibility of all drivers to be familiar with the Road Traffic Code 2000 and the Local Laws Relating to Parking 2002 when parking within the City of Belmont. The regulations stated in these legal documents are enforceable at all times and do not require signage.
Parking for more than 24 hours on a public thoroughfare without moving out of the general area is considered an obstruction and is an offence against the Local Laws Relating to Parking.
Parking on or partly on any footpath or in a position that obstructs access by vehicles or pedestrians to or from that path or driveway is illegal and liable to infringement. Where the City of Belmont has signs erected for no parking on the verge, no vehicles may be parked there.
